Based on our past performance, we expect to deliver 91% of each dollar in Kenya and 85% in Uganda directly to recipients. In absolute terms, recipients get roughly $1,000 and we spend roughly $99 in Kenya ($176 in Uganda) delivering that money to them.

This approach contrasts with accounting norms in the nonprofit sector, which are not helpful to donors. Nonprofits need only report how much they spend on "program services" as opposed to "overhead" and typically don't disclose information on how efficient their programs actually are. Some program services may consist entirely of paying staff salaries or grants to other organizations, for example. On top of this the IRS gives organizations broad discretion to categorize costs as they wish.
